To streamline and enhance the operations of the Alliance across the United States, NARA will adopt a structure similar to that of the American Red Cross, the American Legion, and other national organizations.
NARA will recognize ten regions within the continental United States, aligning these regions with the existing FEMA regions. This structure also helps us maintain a reasonable span of control as outlined in the National Incident Management System (NIMS).
The regions are grouped into three territories — Western, Central and Eastern.
Each of the ten regions will be led by a Regional Director, who will work closely with individual State Representatives. These State Representatives will be responsible for engaging with local clubs, individuals, and organizations within their respective states. This approach is designed to ensure that NARA's operations are effectively distributed, regionally focused, and locally supported.
The State Representatives will collaborate closely with the Regional Directors and National Representatives to form more localized councils, ensuring that local needs and concerns are effectively addressed.
By adopting this structure, NARA aims to create an efficient and responsive organization — one that can better serve the diverse communities it reaches while maintaining strong connections from the national to the local level.

As we move forward with the implementation of this organizational structure, NARA is seeking passionate and dedicated volunteers to serve as State Representatives. Volunteers will play a crucial role in ensuring that the needs of their communities are met, working closely with Regional Directors, National Representatives, and local organizations to help bring our vision to life.
